Below-grade and building-envelope work is different: Florida has no separate waterproofing classification for foundation membranes, deck coatings, or sealant work, so that scope is performed under a general contractor's license or registered at the county level, where a current certificate of insurance is the baseline a GC should confirm. Expect either credential here, and check that the one a sub holds matches the scope you're bidding.
It depends on the scope. Roof-level waterproofing and coating are written into the roofing contractor's license, so that work should be performed by a licensed roofing contractor. Below-grade membranes, plaza and balcony deck coatings, and joint sealants have no dedicated state classification — that work is done under a general contractor's license or a county registration. A sub who only does envelope and below-grade work may legitimately hold no state license, which is why insurance is the credential to confirm.
The split is usually drawn at the roof edge and the tie-in detail, and it is the most common source of a gap in bids. Wall flashing, counterflashing, and the transition from a below-grade or above-grade membrane up into the roof system get claimed by both trades or neither. RFQs should name who carries each transition detail by drawing reference, and bids should state which side of the tie-in they priced.
Almost every membrane and coating manufacturer specifies a surface profile, moisture content, and cure time the substrate must meet before application. That prep — grinding, shot blasting, patching bug holes, honoring the cure — is frequently carried by the concrete sub or the GC rather than the waterproofer. Waterproofing bids typically exclude prep and state the substrate condition they assumed. If the RFQ is silent, expect the exclusion.
Commercial waterproofing is usually specified with a manufacturer's material warranty, sometimes a labor-and-material system warranty that requires the installer be an approved applicator for that manufacturer. Approved-applicator status is worth confirming at bid time, because it is a precondition of the warranty the spec calls for and not every qualified sub carries it for every system.
